Who can make an account during the beta. A code is shown once, when it is made: only its hash is kept, so a lost code is revoked and made again.

Nobody is waiting.
Every code makes one account. Without an email it works for whoever has it, for 24 hours; with one, only that address can use it.
Revoking a code stops it working; accounts already made with it keep their access.

Take one account out of the beta, or let it back in. Nothing is deleted: the portal and checkout refuse it at once, its chats within a minute, and it can still see its bill and cancel.
